On March 13, Governor Kelly issued a COVID-19 operational and workplace guidance memorandum addressed to all state agencies. This guidance includes restricted travel for state employees as well as the cancellation of all state-sponsored meetings or events of 30 people or more. This will impact our annual budget workshop series. In addition, out of COVID-19 caution, several venues have cancelled our on-site reservations for conducting these workshops.
However, please note that the Dept. of Administration, Office of Accounts and Reports, remains committed to accommodate the needs of municipalities and their staff.
We are currently working on alternate plans to conduct our workshops via online webinars. As soon as they are finalized, details will be made available on our website, and notification given through our listserve email system. If you have not signed up for email notifications, please do so here.

The Bureau of Labor Statistics has released the Consumer Price Index rate for All Urban Consumers for calendar year 2019.
Based on the information in the attached table, the CPI rate used by counties and cities in their 2021 budgets will be 1.8%. The CPI rate used by townships and special districts in their 2021 budgets will be 1.8%.
The CPI rate for counties and cities is based on an average of the rates for the preceding five years (see K.S.A. 79-2925c).. The CPI rate for townships and special districts is based on the rate for the preceding calendar year (see K.S.A. 79-2925b).

Under state law, the Municipal Services Team of the Office of the Chief Financial Officer is required to collect fees to cover the cost of services rendered. Due to increasing costs, filing fees for agreed upon procedures (AUP) and audit reports which are required to be filed with the state under the provisions of K.S.A. 75-1124 are being increased by $25.00.
For AUP and audit reports filed on or after January 1, 2019, the follow fee schedule is in effect:
Educational Municipalities (USDs, Community Colleges, and Municipal Universities) $100
Rural Water Districts $100
Other Municipalities $175
